The following rules govern all fishing on club waters. Please read and observe all rules.

    That this club shall be called "The National Coal Board No.5 Area Fishing Club" and the headquarters shall be at the Heanor Conservative Club

  2. 2

    That the business of the club shall be conducted by a Chairman, Secretary, Treasurer, and a executive committee of no more than 16 members, elected at their Annual General Meeting, 4 committee members to form a quorum. A President and Vice President may also be appointed to honorary positions. Copies of the club constitution not covered in this book are available upon request from the Secretary

    The financial year shall end on 31st March

    The club trustees have the power to sign agreements on behalf of the club

  5. 5

    The Secretary shall produce minutes of all proceedings and conduct correspondence

  6. 6

    The treasurer shall be responsible for all monies paid into his/her hands and shall deposit same with the club bankers and keep accounts

  7. 7

    Committee meetings are to be held at the club headquarters on the second Monday of each month at 7:30 PM unless it is a bank Holiday in which case the following Monday

  8. 8

    Any committee member not attending 2 consecutive meetings is deemed to have resigned if no apologies are received. Any committee member missing more than 3 consecutive meetings without good reason or misses 5 meetings in any given year 1st Nov to 31st Oct will be removed from the committee

    All proposals and nominations for the AGM to be handed to the secretary 14 days prior to the AGM. Proposals may be altered at an AGM if proposer and seconder are in agreement and a majority of members present at AGM

    Committee can co-opt a member until the next AGM

    No person shall be eligible for committee unless they have been a club member for 1 year or more

    The club shall appoint bailiffs for the club waters who may attend committee meetings but have no voting rights

  13. 13

    No person shall take money for tickets unless authorised by the committee

  14. 14

    No night fishing without written permission granted by club officials or club representatives

  15. 15

    Members must not use the clubs name without the permission of the committee

  16. 16

    Only season permit holders can cast a vote at an AGM

  17. 17

    Officials or committee have the power to transfer matches in extenuating circumstances but no members at the amended venue to be disturbed

  18. 18

    The Match Secretary is allowed to book matches at his discretion providing notices are posted at the affected water at least fourteen days before closure

  19. 19

    All members are allowed to fish with no more than 3 rods to occupy no more than 1 peg

  20. 20

    A member's partner (or child under the age of 16 years) may fish without a permit in the company of their partner (or their parent/guardian) providing only 3 rods are used and only one peg

  21. 21

    If 2 members occupy one peg no more than 3 baited rods to be used on that peg at any one time

  22. 22

    That a minute concerning committee business once passed shall stand for the current season, unless every member of the committee present at a future meeting be in agreement for alteration

    A peg constitutes halfway to pegs either side and to the middle if pegged opposite

    Nightlines, Bank lines and netting prohibited. All offenders to be expelled and reported to the environment agency

    Members must not remove, move or transfer fish from waters controlled by the NCB Area No.5 Fishing Club

  26. 26

    No anglers must fish a water where an authorised match is pegged. The water will be closed from 18:00 the previous evening. Pegs may remain open subject to committee approval

    The parking of vehicles in restricted areas is strictly prohibited. Anglers are advised to use D.C.C. car parks. Parking is strictly prohibited in the lay by on the headwall at Mapperley Reservoir and all other parts of the headwall at Mapperley Reservoir, Osbournes Pond and Adams Pond. Parking is not permitted on the lane adjacent to Loscoe Dam, except in the designated Parking Bay

    This Club Permit does not give the holder the right to use the D.C.C. Car Parks free of charge

    No purpose made fishing shelters to be erected on footpaths, please keep all footpaths clear to allow for disabled access

    Members must not leave their litter including faeces when leaving the fishery

    Wading is only permitted if permission is granted by persons fishing either side – pleasure or match fishing. Any anglers wading should only do so with care and consideration to the conditions and location and should never enter the water if fishing alone. The Club does not advise wading under any circumstances.

    Only one purpose made fishing shelter allowed per peg and must be kept within the confines of the peg

    All anglers must carry and use a purpose made unhooking mat and landing net when fishing. All carp and pike anglers must use a purpose made unhooking mat with sides or cradle

    No carp of any size, including crucian carp, to be put or retained in keep nets, carp sacks or retaining slings except in matches authorised by the club

    The use of remote controlled bait boats is only permitted on Shipley Lake

  36. 36

    No angler shall leave their peg with a baited hook or line in the water

  37. 37

    Should anything further occur which is not provided for in the Rules, the circumstances shall be submitted to the Executive Committee whose decision shall be final

    No alteration can be made to these Rules or the Match Rules except at an Annual General Meeting

    No live fish shall be used for bait on any NCB No.5 Area Club Waters

  40. 40

    No fishing from the valve towers or gantries at Mapperley Reservoir or Osbornes Pond

  41. 41

    No member shall cut down, uproot or prune any tree or shrub in or around the club waters without specific authorisation from the Club Committee

  42. 42

    If a club bailiff must call for assistance to deal with a member, then the offending member's yearbook will be automatically confiscated. Day ticket offenders will be ejected. The offending member or day ticket angler will then be asked to appear before the committee at the next meeting

    No keepnets to be used unless in official matches, all nets to conform to EA regulations ie min 2metre in length and knotless mesh, all slings, landing nets and keepnets to be dry before use to prevent spread of KHV and other waterborne diseases

    Bailiffs and Club Officials are allowed to inspect terminal tackle to ensure safe rigs are being used at all times

    No fly fishing

    Members must not have guns in their possession whilst fishing club waters

    Members must not light fires

    Members must not fish on the old railway side or past the signs on the field side at Loscoe Dam

    Members must not fish past the signs at Manor Floods and Loscoe Dam. Please take note of page 10 and any signage around the water.

    Members must not have dogs unless on a lead and under close control

    Anglers must not enter the nature reserves at Mapperley Reservoir or Osbournes Pond. Anglers MUST always give care and consideration to wildlife. Members to be considered in breach of this rule may have their permit confiscated (day ticket anglers will be ejected) and asked to appear at the next committee meeting

    Members must not dig holes in banks or lake bed of any pond

    Fishing at Manor Floods to be run on a syndicate basis which requires purchase of additional ticket, contact club treasurer for details

    Maximum stay of 72 hours at all waters. Anglers are not permitted to return to fish for a further 24 hours. The new 72 maximum stay will be monitored, and if the need arises will be changed back to 48 hours maximum stay

    Certain pegs may be closed when fish are spawning

    Members who purchase a ticket for Manor Floods required to attend 1 work party per year

    Maximum of 35 tickets per year to be sold for Manor Floods (to be reviewed by committee if required)

    No drugs other than prescribed ones are allowed on any club waters at any time. Alcohol is to be consumed in moderation. Club officials may ask any person to leave a club water where they feel that personal safety, or fish welfare, may be affected by drug or alcohol consumption, or were deemed to be a public nuisance

    All double swims only to be fished from the designated peg or directly behind peg with no encroachment onto any other peg

    Anglers on manor floods waiting list to be a full paying member whilst on the list or place will be lost if not

    AGM proposals can be submitted via email as well as written

    The club reserves the right to refuse membership

    No fixed rigs to be used

    All specimen anglers must carry and use a "Carp Care Kit" whilst fishing for carp and appropriate forceps and cutters when fishing for pike. No gaffs or gags. Wire traces must be used when fishing for pike

    Floating baits or zig rigs are not permitted at any time at Loscoe Dam

    Bailiffs and committee members to attend a minimum of 2 work parties running from 1st April to 31st March each year

    The club reserves the right for any club official to make a judgement on any situation, or event, which is not specifically covered within these rules. Any appeals relating to a decision or instruction made by a club official must be submitted to the club in writing and will be considered at the next meeting of the committee. Any appeals must be received 7 days prior to the next committee meeting date to be read at that meeting. NOTE - The committee meeting takes place on the second Monday of every month

    OAP and Concession tickets are available for the following people – if you are in possession of a disabled or OAP fishing rod licence, proof must be provided to obtain the concession or OAP ticket

Junior Anglers

5 rules

Anyone under the age of 16 is classed as a junior angler. These rules apply in addition to all main club rules.

  1. J1

    Anyone under the age of 16 is classed as a junior angler.

  2. J2

    All junior anglers can only fish with 1 rod.

  3. J3

    13 to 15-year-olds must need to produce a valid rod licence and can then purchase a season ticket for Β£22 or normal day ticket prices will be charged.

  4. J4

    Juniors under the age of 13 must always fish with a legal guardian or parent – no exceptions.

  5. J5

    ALL juniors wanting to night fish can only do so with a legal guardian or parent present who either holds a full membership or purchases a 24 hours ticket – no exceptions.

Safety & Health Notices

Weil's Disease

  • Weil's disease (Leptospirosis) is a bacterial infection carried in rats urine which contaminates water and the banks of lakes, rivers and ponds. It is a serious disease requiring hospital treatment. Early symptoms are similar to flu and normally start 3 to 19 days after exposure.
  • Cover any cuts, sores or scratches with waterproof plasters or gloves.
  • Disinfect any wounds that occur at the waterside.
  • Wash your hands or cover food with a wrapper before you eat.
  • Do not put your hands in your mouth after immersing in river water and never place bait or fishing line in your mouth.
  • Do not touch dead animals, especially rats.
  • If you develop flu like symptoms that persist tell your doctor that you may have been exposed to leptospirosis.
  • Do not leave food, ground bait or bait on the bank side.

Koi Herpesvirus (KHV)

  • Koi herpesvirus (KHV) is a virus that infects common carp. Fish with KHV typically show signs of lethargy, distress and erratic behaviour and many die.
  • KHV is usually spread by fish stocking and wet nets. There is NO treatment or cure for KHV.
  • Drying nets, slings and mats after each fishing session is vital to ensure the spread of KHV is kept to a minimum.
  • All slings, landing nets and keepnets must be dry before use to prevent spread of KHV and other waterborne diseases.

Personal Safety

  • The areas around the ponds can be dangerous particularly after rain.
  • Always wear suitable footwear, take extra care when negotiating inclines particularly when carrying tackle.
  • Wherever possible fish with another person. Never enter the water when unaccompanied.
  • Take extra care when fishing on landing stages or adjacent to deep water.
  • Report any potential hazard to the Secretary or other Club Official so action is taken.
  • Report any accidents immediately to the Safeguarding Officer or club.
  • The club cannot and will not accept any responsibility for any injury, loss or damage incurred whilst visiting or fishing any club waters.

Overhead Power Lines

  • Loscoe Dam (both sides), Manor Floods (car park, approach and fishery) and Mapperley Reservoir (car park and approach) are all affected by overhead power lines.
  • Carbon rods and poles are dangerous when used near overhead electricity cables.
  • No fishing within 30 metres of electricity cables or poles.
  • Do not walk near power lines with assembled rods or poles. Look out – look up.

Care When Casting

  • Casting heavy weights can be dangerous, particularly in the event of a crack-off.
  • Before you cast ensure your terminal tackle is strong enough to withstand the pressures of casting the size of weight you are using and all your lines and leaders are in good condition.
  • Ensure it is safe and that no persons are in the area which could be affected by your casting.
  • Particular care is required where people may pass behind you β€” for example on head walls at Mapperley, Osbornes Pond and Loscoe Dam.

Lost Tackle & Bird Injuries

  • Over the past years we have had several incidents where swans and ducks have been caught in discarded line, hooks and pike lures, resulting in injury and death.
  • If you lose line, lures and tackle always retrieve it if it is safe to do so. If not, report the loss to the secretary who will arrange for its removal.
  • Never leave rods unattended with lines in the water.
  • Retrieve baited hooks if birds can access them while feeding β€” this applies to both surface and bottom baits.

Pollution & Dead Fish

  • Dead fish β€” telephone or report at once.
  • Environment Agency: 0800 807060 (free, 24 hours).
  • Please also inform a club official immediately.

Antisocial Behaviour

  • The club will take severe action against anyone bringing the Club into disrepute and on the causes of antisocial behaviour.
  • Please act responsibly at all times and safeguard your fishing for the future.
  • If you see any behaviour that needs police attention phone them on 101.
